Research Collaboration Programs with External Sources of Funding
The Ministry of Regional Cooperation hereby announces a Call for proposals for a variety of academic projects as well as scholarships to students from countries in the region and the Palestinian Authority who are studying or have been accepted for studies at institutions of higher education in Israel for the next academic year. The aim is to assist in alleviating some of the barriers that impede the studies of those students.

The call includes four different tracks:
- Track A - Research: The maximum support amount for the institution is 150,000 NIS.
- Track B - Professional Meeting (conference, workshop, conference): The maximum support amount for the institution is 200,000 NIS
- Track C - Scholarships for Degree Studies for Incoming Students: Up to 35,000 NIS per semester per student. The maximum support amount for the institution is 350,000 NIS.
- Track D - Student/Staff Exchange Program (incoming and outgoing): Up to 3,500 NIS per week per staff member/student. The maximum support amount for the institution is 200,000 NIS.
This CFP is meant to support collaborations with the following countries: Jordan, Egypt, United Arab Emirates, Bahrain, Morocco, Sudan, Turkey, Azerbaijan, Georgia, Uzbekistan, Tajikistan, Kyrgyzstan, Kazakhstan, Greece, Cyprus, Malta, Albania, Bulgaria, Bosnia and Herzegovina, Kosovo, North Macedonia, Montenegro, South Sudan, and Ethiopia.
Academic institutions can submit a maximum of three proposals in total (up to two proposals in either tracks A, B or D and one proposal in Track C). Each proposal must incorporate institutional matching funds of at least 10% and provide a list of the partner institutions.
Requirements
Proposals of up to 3 pages in Hebrew along with a budget plan. Only new projects will be accepted. Proposals must address the potential for regional cooperation; the feasibility of implementing the proposal, including the proposed methods of action to achieve one or more of the objectives of the call; and a description of the potential for continued regional cooperation after the support period ends.
How to Apply
Applications are submitted through the Lowy International School. TAU VP International chooses the three projects to be submitted by the university and the Lowy international School team will help usher the proposal through to the Ministry.

Israel–France MAIMONIDES
The Maimonide-Israel Research Program is led by the French-Israel High Council for Scientific and Technological Cooperation. It is financed jointly by the Ministry of Innovation, Science and Technology of the State of Israel, as well as the Ministry of Europe and Foreign Affairs and the Ministry of Higher Education and Research and of France
Research themes funded in 2025-2026:
- Food and Nutrition Security: Development of innovative technologies for food production, such as lamer proteins and alternative proteins, as well as the development of technologies for advanced food production methods to ensure a healthy and balanced diet for all.
- Management of Natural Resources and Marine Ecosystems: Use of innovative techniques for economic development around the sea: seawater desalination, energy production, conservation, depollution, marine agriculture (fish, seafood, algae).
- Health: Innovative cell therapies, bioactive proteins and nucleic acid-based bioactive agents.
- Engineering and Digital Technology: Development of new materials for electronic applications.
Indo–Israel S&T Agreement
The agreement provides for strengthening the development of scientific cooperation between Israeli and Indo researchers and creation of bilateral research networks.
PRIMA
The program is geared towards R&D in water management and farming systems in the Mediterranean region, supported by EU Horizon.
M–ERA.NET EU-funded Network
It is a network of coordinated R&D programs between EU member states and several other partner countries in the field of material technology.
Taiwan-Israel Scientific Research Program
The aim of the program is to support the development of scientific and technological cooperation between Taiwanese and Israeli researchers and to strengthen the scientific partnership between research groups from both countries, by establishing bilateral research networks, enhancing research cooperation and promoting the exchange of knowledge between Taiwan and Israeli scientists.
U.S.–Israel Binational Science Foundation (BSF)
Partner country: United States
The BSF research grant program awards grants to joint researches by U.S. and Israeli researchers for both the creation of quality research and the act of collaboration itself by nationals from both countries. While the scope of the program is likely outside of “seed funding” range, its extent crosses a great number of scientific fields, and as such is still a significant contender for a primary organization to interface with when it comes to Joint Collaboration.
British Council in Israel
Partner country: United Kingdom
Multiple programs offered for fostering bilateral relations and connecting British and Israeli researchers and further reinforced by bodies such as the UK-Israel Science Council launched for the mutual promotion of both countries as scientific superpowers. The scope of some programs is more humble and focuses bilateral collaboration, making them particularly lucrative for the sake of Joint Collaboration to be promoted by TAU. The British Council additionally sponsors scholarships for Israeli students of various fields and backgrounds.
GIF – The German Israeli Foundation
Partner country: Germany
GIF promotes first and foremost the scientific ties between Germany and Israel, as an organization dedicated to joint collaboration between the countries in all steps of the research process. The programs are within the scope of “seed funding” with the intent of promoting young researchers and early career scientists, while also allowing greater funding and flexibility for veteran researchers.
DAAD (The German Academic Exchange Service)
Partner country: Germany
DAAD has an information center in Israel that promotes opportunities for Israeli students and researchers to study in Germany.
BARD: Competitive program focused on strategic and applied agricultural research
Partner country: the USA
The programs are open to US and Israeli research scientists, graduate students, and postdocs.
University of Zurich Global Funding Scheme
Partner country: Switzerland
The UZH Global Funding Scheme financially supports projects in research & innovation, teaching, and societal impact that strengthen the reputation of the University of Zurich’s (UZH) and collaboration with its global network in line with the UZH Global Strategy. The UZH Global Funding Scheme is only open to collaboration initiatives with partner universities defined as Network and Priority Partners.
